Bruce Zagar counsels and represents school districts and other public agencies on employment and business matters. He provides general labor and legal advice to school districts, counties, cities, and other agencies of local government, and handles unfair labor practice cases and arbitrations. He also serves as a policy and management consultant.
Known as an authority on labor and employment law, Mr. Zagar provides personnel and employment practice advice and consulting services and frequently presents seminars and conferences. He has been an at-the-table negotiator for many years and has negotiated hundreds of labor contracts. Long recognized as a prominent authority in school law matters, he represents, as general or special counsel, a number of school districts, community colleges, counties, cities, and other political subdivisions of the State of Oregon.
Mr. Zagar regularly appears before federal, state and local government, administrative and regulatory agencies and in various administrative hearings and arbitration proceedings. He also appears in trial and appellate courts.
Following law school, Mr. Zagar served as the Associate Executive Director and legal counsel to the Oregon Nurses Association. He then served as the Assistant Director of Labor Relations for the Oregon School Boards Association for ten years. That tenure was interrupted while he served one year as Administrative Law Judge for the Oregon Employment Relations Board. Mr. Zagar's past experiences also include serving as administrative assistant and district representative for a U.S. Congressman. He began his private law practice in 1987 and joined this firm in 1992. Mr. Zagar became a shareholder in 1994.
